SET: Simulated Emergency Test

Note: There has been recent discussion on the SEC email list suggesting that we take great care to avoid the possibility of non-participating Hams and the general public from mistaking the Simulated Emergency TEST as the real thing.  This may not be a good time to use a terrorist attack as the premise for your local SET.  At least one SEC had planned months ago on using a terrorist attack as the premise and has been encouraged by their Served Agencies to continue with that plan.  Whatever you choose, please make it frequently and overly obvious that this radio exercise is a drill.

 

To the Missouri ARES Leadership including DEC's, EC's, and OES's:
 
Most Hams participate in local VHF drills, emergencies, and public service events, but if a major disaster should strike your county as it has New York City, the amount of NTS traffic into and out of your area would be astronomical.  This drill will test your  abilities not only in tactical and local formal traffic, but in NTS traffic as well.
 
October 6th and 7th are the national dates for the ARES Simulated Emergency Test (SET).   If an alternate date is necessary, you are free to hold your local SET on any date you choose from September 1 thru November 30th.  I encourage you to plan and execute a SET for your county and/or your district.  As stated by ARRL HQ, the purposes of a SET are:
 
    1. To find out the strengths and weaknesses of ARES and NTS, the Radio Amateur Civil Emergency Service (RACES) and other groups in providing emergency communications.
    2. To provide a public demonstration--to served agencies such as Red Cross, Civil Preparedness, and through the news media--of the value to the public that Amateur Radio provides, particularly in time of need.
    3. To help radio amateurs gain experience in communications using standard procedures and a variety of modes under simulated-emergency conditions.

Missouri ARES units are asked to originate two NTS messages during the SET: one each to the Section Manager and to the Section Emergency Coordinator.  Keep the message short and to the point.  The text body should consist of the type of drill, the date, number of ARES members participating, and the names of any other organizations involved in the drill.  The normal SET report form should also be mailed in to ARRL HQ and to the SEC.

As most of you know, the Missouri Traffic Net (MOTRAN) meets daily at 5:45 P.M. Central Time on 3963 SB and the MON meets at 7:00 P.M. and 9:45 P.M. on 3585 CW.  If for some reason, your county or district is unable to participate in a SET, please still originate the NTS messages.

In a nutshell, this is an opportunity to conduct an ARES drill with Served Agencies and NTS in order to practice before the real thing happens.  Please see the Missouri ARES webpage for the Simulated Emergency Test for further details. If you do not have access to the Web, please contact me and I will see that you are mailed a hardcopy of that material.

Thanks to District D DEC, Dean Bickford, k0phi, for setting up the plan for SET 2001.  The requirement of NTS messages to the Section Manager and the Section Emergency Coordinator will help familiarize us with those procedures and give the NTS Hams a workout.
